A federal judge has thrown out the county-by-county signature gathering requirement for initiative petitions, opening the door to California-style governance by petition.
Petition signature gatherers can now gather signatures in only one county for a petition that affects the entire state. Before this ruling, signatures were required to be gathered in all 17 counties.
This ruling lowers the bar for petition qualification, and may have allowed the qualification of recent petitions by the Marijuana Policy Project and anti-tax advocate Sharron Angle.

I am assuming that this means a number proportionate to the state population will need to be gathered, as opposed to a percent based on a county size. If one could go to Lincoln County and get 43 signatures to allow legal heroin sales, I'm to go get my pitchfork and torch right now.
